Foundation stone of Soochna Bhawan laid

CM emphasizes on quality services

ITANAGAR, Mar 29: Chief Minister Nabam Tuki today laid the foundation stone for construction of IPR office as “Soochna Bhawan” at Papu Nallah, Naharlagun.

Addressing the occasion, the Chief Minister emphasized on quality of services and stressed on the need to have collective effort towards upgrading the department to a major one with better works and assignments.

Speaking on the significance of the departments of IPR & P as the main machinery of the government in terms of dissemination of information and publicity of various government policies and programmes, Tuki called for having close coordination and liaisoning with various departments to speed up the dissemination of information, better news services to meet up the need of the hour. He further opined for having separate liaisoning wings in each department with a nodal officer for better coordination with the press for smooth functioning of the government, besides avoiding any communication gap.

Giving a brief outline of the department since its inception during NEFA days, Tuki stated that the construction of a permanent office building had always been in the agenda but could not be materialized due to technical and other financial reasons, adding that Arunachal Pradesh must have been the only state without a Soochna Bhawan.

Congratulating the department for making a beginning towards fulfilling the vision of Soochna Bhawan, Tuki, who is also the Minister in charge of IPR said that the construction of Soochna Bhawan was conceived in the year 2003-04 and gained the present status through the constant efforts of the state government by placing the proposal under the Ministry of DoNER with funding of Rs 956.64 lakhs under NLCPR with 10 per cent state matching share. He informed that the department of Planning has released Rs 335.64 lakh as first installment out of the sanctioned amount that includes 10 per cent state matching share of Rs 34 lakh during current AoP. He hoped that the construction of Soochna Bhawan with multi-media facilities for media persons including state-of-the- art conference hall for press conferences and media briefings, which is expected to be completed within 18-24 months, would facilitate effective functioning of the Nodal department with proper office building.

The Chief Minister further stated that the department would be strengthened and become the nodal agency for routing all government advertisements for which proper instructions have already been issued from his end. He also informed on setting up of Film Division to cover the rich cultural diversity and bio-diversity of the state, adding that this would generate more employment avenues.

On the occasion, he informed that the department of Planning & Development has been entrusted to prepare a ‘Working Calendar’ for each department to streamline the working system for completion of projects in time, besides avoiding cost escalation.

Earlier, in her welcome address, Secretary IPR and Printing Indira Mallo Jain while outlining the activities of the department said that, the IPR department has been functioning as a linkage of the people and the government. Highlighting on the problems the department is facing, she sought financial support from government to accomplish the need. Mallo also informed that a proposal has been made for creation of Sub Divisional Information & Public Relations Officers (SDIPRO) at all independent ADC Hqs for strengthening the IPR services in the districts.

Executive Engineer, Naharlagun PWD Division, R Techi informed that the project starting from April 2 next would be completed within September 2013.

Director IPR Leki Phuntso said that the long felt need of the department has been fulfilled with the laying of foundation stone of the Soochna Bhawan. He exuded hope that with its completion the department would be able to provide better services to meet up the need of the time.

Workshop on population and health related issues begins at RGU

RONO HILLS, Mar 29: Two days national workshop cum seminar on “Population and Health Related Issues” began at EDUSAT Centre, Rajiv Gandhi University today. The workshop is being organized by RGU department of education and  sponsored by UGC SAP-DRS II. Students and research scholars from different parts of  the country are participating in it.

Addressing the inaugural function, RGU Vice Chancellor David R Shiemlieh said while the whole country is discussing a lot about the rapid growth of population, slow growth of population in Arunachal Pradesh is showing a different picture.

Citing the example of sudden growth of population in Nagaland, Assam and Meghalaya, he urged the students and the participants  to  conduct study on  growth of population. Quality of life is determined by the happiness of every individual, he said adding that Gross National Happiness has come to human practice after systematic study on happiness carried out by the National University of Bhutan which attracts scholars across the world.

Dr J Sahoo stated that discussion on inter-relation between population growth and the health issues in broader sense started from 2011 onwards.

On his key note address, Dr K C Kapoor said that birth rate and death rate are the two determinants of population of any state, country and the world as a whole. Highlighting the growth of population of India since 1901, he said today every 1/6 person of the world is Indian. Dr Kapoor further said India witnessed 43 child births per minute. India  has also witnessed decline in female sex ratio. 940 females per 1000 males at  present are lower than 972 females per 1000 males recorded in 1972 census, he pointed out.

0-25 years of age that shares 50 per cent  of the total population in India is regarded as highly productive through proper human resource management. But above the 70 years of age accounts around 20 per cent of the total population which is said to be non-productive, added Dr Kapoor.

Disclosing the female sex ratio of North Eastern region, Dr Kapoor informed that the female sex ratio is still in better position than other parts of the country which  record 920 females per 1000 males in Arunachal Pradesh, 954 in Assam and 986 in Meghalaya. But Pondicherry and Kerala are in a better position in terms of equal growth of sex ratio.

Sonam calls for close coordination

ITANAGAR, Mar 29: Arunachal Pradesh Building and Others Constructions Workers Welfare Board (APBOCWB) Chairman Jalley Sonam called for the close coordination among the workers of the entire nation. He was addressing at Chhattisgarh Metal Workers Meet organized by Chhattisgarh Indian National Trade Union Congress (INTUC) at Champa, Chhattisgarh on March 27. Sonam further urged the workers to stand united  and help each other irrespective of  their caste, creed and religion.

Around 2000 metal and industries workers attended the meet. Among others Sudhershan Rao Sarde, Director South Asia Region International Metal Workers Federation, RD Tripathi, president of Madhya Pradesh branch INTUC and Sanjay Kumar Singh, president INTUC Chattisgarh were present on the occasion. While visiting the Prakash Steel Industry in Chhattisgarh which believes to be one of the biggest industries in Asia, he exuded his confidence that Chief Minister Nabam Tuki will transform Arunachal Pradesh into industrial hub in days to come.

Meanwhile, Sonam participated in the North East Regional Conference on the Vedic Culture held at Kumalia, Biswanath Charali in Assam today. In is address, he called upon the gathering to spread peace and harmony and stressed on preservation of Vedic culture. The conference was  organized under the aegis of Maharishi Sandipani Rashtriya Ved Vidya Prasthan, Ujjain and sponsored by the Union ministry of human resource development.

 

 

Sena calls for effective master plan

ITANAGAR, Mar 29: The Agri-Horti and Vety Minister Setong Sena exhorted the officers of his department to develop a good master plan for agriculture and its allied sectors.

Attending a joint coordination meeting of agriculture and allied departments with planning department here today, Sena advised the officers of the line departments to do a massive exercise in the 12th five year plan for the development agri and allied sector as both the state and central governments have given top priority on this sector for the benefit of farming community..

He informed that the central government has indicated incremental increase of 25% in budget allocation for the agri and allied sectors. He, however, cautioned that the allied departments should be very clear and thorough about the programmes to be proposed and implemented.

Giving a special emphasis on development in marketing front, he emphasized on introduction of Minimum Support Price and creation of market infrastructures in 12th five year plan beside strengthening R&D activities  to ensure quality planting materials and location specific technologies available to the farmers.

While supplementing the minister’s remarks, the Parliamentary Secretary (Horticulture) Honchun Ngandam said that since Arunachal Pradesh has got varied agro-climatic conditions, research has to be done to identify most profitable crops to be taken up according to the location. He also emphasized on massive terracing of jhum lands to make it settled agriculture land to contain the jhum practice. The drug menace which is prevalent in the districts like Tirap-Changlang, Anjaw, Lohit etc can only be solved through implementation of agriculture and allied schemes.

While outlining the priority in 12th five year plan like integrated agriculture development, agriculture tourism hub, alternative model for shifting cultivation etc, the Parliamentary Secretary (Agriculture) Likha Saaya, said that the time has come to do serious programmes on agriculture and allied department in the state. The Parliamentary Secretary (Animal Husbandry) Phosum Khimhun said that the government should request the Planning Commission to allow the schemes other than infrastructure development, such as crop cultivations, to be taken up under SPA as there is no meaning of creating infrastructures where there is no cultivation. He also emphasized on sufficient manpower in the line departments to deliver more extension services to the far-plunged areas of the state which has more agri-potentials.

The Commissioner (Agri & Horti) Hage Kojeen emphasized on updating the Agriculture Policy 2000 and also spoke on the importance of market channelization.

Earlier, the Secretary Planning Ankur Garg called upon the officers to prepare the schemes which have measurable and monitorable outputs.

Director Planning (PPP&PMU) Sonam Chombay also highlighted about the progress in preparation of Master Plan for Special Package from Centre on agriculture and allied sectors during 12th FYP, the initiative taken up by the planning department.

All the directors of the line departments spoke on issues relating to the programmes to be taken up in the 12th FYP.

 

 

Tingkhatra stresses on  tea plantation for self-employment

YUPIA, Mar 29:  Water Resources Development Minister Newlai Tingkhatra advised the people of Ross Panchayat to take up tea and rubber cultivation as self employment venture.

Addressing a public meeting today, Tingkhatra said that there was enough scope for large scale rubber and tea cultivation as the area is best suited for such cultivation. He also suggested the villagers and unemployed youths to take up agriculture and horticulture activities for self reliant.

While highlighting the various development initiative of the state government, the minister suggested the villagers to avail the various beneficiary schemes of his department.

Earlier in the day, Tingkhatra inaugurated a wire rope suspension (WRS) bridge at Sopo Jampa village under Doimukh sub-division.

Local MLA cum Parliamentary Secretary (Planning) Nabam Rebia exhorted the people to develop work culture and refrain from any unjustified demands. Reiterating his commitment for the development of the area, Rebia asked the people to keep patience and cooperate with the NEEPCO authority for successful completion of the project. He said that once the project is completed, the revenue generated from it could be utulised for various developmental activities in the area, he said. He also informed the people that it is mandatory on the part of the power developers to implement corporate social responsibility (CSR) in the project affected areas.

Responding to the four-point memorandum submitted by the public, he assured to take up the matters with the Government.

NSU demands review of security arrangement in Tirap

ITANAGAR, Mar 29: The Nocte Students Union (NSU) has expressed serious concern over deteriorating law and order situation in Deomali town. Referring to the recent alleged Human Right violation against two engineers in Deomali, NSU called on state government to ensure protection of Human Rights and review the security scenario in Tirap.

In a release NSU said poor security scenario of Tirap is deeply affecting the lives of ordinary citizens. “Insurgency and security forces together have made life miserable for us. Even though people are living in pitiable condition, state government is not showing any concern at all,” said NSU president Hinwang Lowang. Further he added, “In the state capital where even capsizing of a tanker hits the front page and brings a good sum of security forces to halt further chaos, on the other hand, people of Tirap live in sheer fear and let it subside unaided.”

The Union said that just creamy layer of the society is enjoying all benefits and the rest are living in utter distraught.

Regarding permanent site for Wangcha Rajkumar Govt College, the union wanted to know the result of three-man high level expert committee comprising of Hage Khoda, the then education commissioner, Ankur Garg Secretary Planning and deputy commissioner Tirap which was constituted by state Govt to find out suitable location to establish Wangcha Rajkumar Govt College. The report was never made public and still there is confusion about permanent site for the college, it said.  

 

 

Quality seed production of cereals for livelihood training held

ITANAGAR, Mar 29: A three days training programme on “Quality Seed Production of Cereals for Livelihood Improvement and Seed Village Concept for Awareness” was conducted successfully at KVK West Siang, ICAR Research Complex recently.  The NABARD sponsored programme was participated by 31  members of the KVK West Siang.

The course co-ordinator, A. Kirankumar Singh, SMS (Agronomy) through power point presentation highlighted on “General Principles of Quality Seed Production of Cereals and Seed Village Concept for Livelihood Improvement”, “Problems and Prospects of Quality Seed Production of Cereals with reference to West Siang District”, “System of Rice Intensification-An Ideal System for Higher Production of Quality Seeds for Livelihood Improvement”.

He has also presented a technical film on “Comparison of Traditional Paddy Cultivation and System of Rice Intensification (SRI)” to acquaint the participants with the system carried out in other parts of the country as well as in ICAR, Basar.

Dr. V.K. Choudhary, Scientist (Agronomy) highlighted the importance of “Quality Seed Production of Maize in West Siang”.

Rita Nongthombam, SMS (Plant Breeding and Genetics) delivered the lectures with power point presentation on “Quality Seed Production of Rice in the Context of West Siang District” and “Importance and Modalities of Seed Village Concept for the Livelihood Improvement”.

Dr. S.P. Singh, SMS (Plant Protection) highlighted the “Importance of Disease Management for Quality Seed Production of Cereals” whereas Anupchandra, Scientist (Entomology) highlighted the “Importance of Pre and Post Harvest Management of Insect Pests for Different Cereal Crops for Quality Seed Production.” Goutom Bhagawati, Technical Officer (Agromet) delivered his lecture on “Importance of Different Parameters of Weather-Their Effects and Mitigation Strategies for Quality Seed Production of Cereals”.

Total Sanitation Campaign

ITANAGAR, Mar 29: Continuing its effort to bring the rural population under the coverage of Total Sanitation Campaign (TSC), the N N Charitable Society (NNCS) in collaboration with District Water and Sanitation Committee (DWSC), under PHED division Yupia recently organized village level IEC components of TSC at Lower Gai, Upper Gai and Gotopu villages of Sagalee circle.

Speaking on the occasion as resource person, Tad Pipi, IDEA Animator for Sagalee area stressed on the maintaining health and hygiene. She appealed to the gathering to ensure proper implementation of the TSC schemes.

Resource person Techi Ragi (PO NNCS) also advised the participants to cooperate with implementing agency for any developmental projects in their respective area. He also urged the villagers to maintain cleanliness and adopt individual house-hold latrine.

Nangbia Amar Dui, Chairman NNCS, urged the villagers to take advantage of TSC and also directed the Panchayat leaders to work hard and extend cooperation with the department for proper implementation of the sanitation scheme.

Nabam Sania, HGB Lower Gai, Techi Karu, GB Gotopu, Techi Yania, GPM Gotopu, Techi Tajik GB Gotopu, Techi Kaya GB appealed for immediate implementation of the IHHL in the villages.

 

School hostel gutted

ITANAGAR, Mar 29: 40-bed OBT hostel building of government IV School, Nargang, Papum Pare district was completely gutted in a fire at around 13 pm on March 20.

Revealing  the cause of the fire, ADEO Papum Pare informed that a six-year old class-I student,  who is treated as mentally retarded,  set fire on a wasted paper near bamboo wall of the hostel which later engulfed the whole hostel building. However, there was no any human causality, he added.

He appealed to the state government to initiate step for reconstruction of the 40 bed boys’ hostel building before the beginning of next academic session.

 

Two die in a bizarre incident

ITANAGAR, Mar 29: In a bizarre incident two persons were stabbed to death at Ramda under Thrizino circle in West Kameng bordering East Kameng on Tuesday night. According to Rupa police station the deceased persons were identified as Kanti Gyodii (29) and Achum Puriok (35). Police said the incident occurred after heated argument exchanged between two deceased persons, in which former stabbed the latter to death. Incidentally, Gyodii of Yaasing village under Bana circle in East Kameng was also allegedly killed in retaliation. A person was arrested in this connection and remanded to Bomdila police custody. The body of Kanti Gyodii was handed over to his brother Kumar Gyodii. However the body of Achum Puriok still remains at Rupa police station, police informed.

 

IMCLS applauds university bills

ITANAGAR, Mar 29: Idu Mishmi Cultural and Literary Society welcomed the passage of the Venkateshwara Open University Bill 2012 and the Arunachal University of Studies Bill 2012 by the Nabam Tuki government.

Since the Venkateshwara Open University is to be established by the private sector, it is a step towards attracting private sector investments in the state.

Our state needs more investments in higher education sector, particularly in engineering, medical and management. If Sikkim Manipal University can attract students from mainland india to northeastern state of Sikkim, the same can be emulated in Arunachal Pradesh by establishing quality professional institutes, the society said.

The promise of 25 percent reservations and free education for the BPL student is also a welcome step.

The establishment of higher educational institutes within the state can be a boon for most of our Arunachalee students, who cannot afford higher study outside, it added.

 

DSE clarifies

ITANAGAR, Mar 29: The Director of School Education (DSE) described the allegations leveled against him by All Arunachal Pradesh Youth Forum (AAPYF) as baseless and unfounded.

Reacting to the news item published in this daily on March 28 alleging his involvement in mismanagement of fund during his tenure as DDPI at Pasighat in 1995, the DSE clarified that a high-power enquiry body  had investigated the reported mismanagement of fund thoroughly and closed down the case after awarding ‘a censure so as to be more cautious about the office functionaries.’   In a release today, DSE further said he was never charged with financial management.

Regarding alleged illegal appointments,  the release said the appointments in school education department were made in accordance with the Govt norms as per the cabinet decision of item No D of 7th June 2007. Such false allegation by an organization like AAPYF is unbelievable and far from true, the DSE said in his release.

 

Free health camp

ITANAGAR, Mar 29: More then 350 patients were benefited from a two days  free health camp organized by the Arunachal Pradesh Building and Others Constructions Workers Welfare Board (APBOCWB) at Leporiang under Sagalee  on March 26-27. Four specialist doctors including dental and eye specialists from General Hospital, Naharlagun and medical staff of Sagalee primary  and community health centres conducted the camp. Speaking on occasion, Board Secretary Ojing Darung highlighted  the importance of such health camp.

 

Arunachal MGNREGA budget for April fixed at Rs 35 crore

ITANAGAR, Mar 29:  Labour budget under MGNREGA for Arunachal Pradesh was fixed at Rs 35.58 crore for April month. The amount was fixed by the union Ministry of Rural Development in a meeting on labour budget under MGNREGA held with Rural Development Minister Tanga Byaling and Rural Development director Jokey Angu at Krishi Bhawan, New Delhi recently.

It is worth mentioning here that the total budget for Arunachal Pradesh under MG-NREGA will stand at around Rs. 427.00 crores. Participating in the meeting, officers of union RD Ministry advised the state Govt to chalk out strategy for proper monitoring of the scheme. Byaling also assured the ministry of judicious implementation the scheme  in Arunachal Pradesh.

 

AWSBSU condemns Assam Govt.

ITANAGAR, Mar 29: The All West Siang Border Student Union (AWSBSU) strongly condemned the Assam Government for stopping the construction of a multi-purpose stage in Malini Mela ground, Likabali by Malini Mela Celebration Committee.

Since the multi-purpose stage is meant for the visitors and devotees, we demand the Arunachal Pradesh government to immediately construct it so that the visitors do not face accommodation problem and feel any discomfort during the Mela, AWSBSU said in a release.

It further urged Chief Minister Nabam Tuki to take up the issue with his Assam counterpart immediately and also declare the Lower Siang district headquarters at Likhabali.

In another release, Dini Welfare Society  also condemned the Assam official led by HK Pegu, SDO for opposing construction activities inside Arunachal territory. It said that the Assam official had no right to disturb and interfere in the Malini Mela celebration at Likabali as the land belongs to Arunachal.

The Assam official should not try to encroach the land and create a fear psychosis among the public for cheap personal interest. Celebration of Malini Mela at Likabali is not a new one. It is an annual event that has been celebrated  since many years. The Assam official should check the influx of refugees in their own state instead of adopting land encroachment tactics, it said. The Assam government should respect and obey the Supreme Court Order and accordingly both the states should maintain status quo on each side of the inter-state boundary till a logical conclusion was arrived on the decades-old border dispute between the two states.

The DWS strongly appeal the state government to take up the matter with Assam counterpart and solve the matter amicably. It also appealed for deployment of more police force in the area to check further disturbances from Assam official.

Prevent misuse of fund

Dear Editor,

I would like to draw the kind attention of the Chief Minister regarding socio-political and economic issues arising out of the developmental activities like implementation of NLCPR and SPA schemes under Panging Boleng assembly constituency.  Such developmental schemes are to be carried out after maintaining codal formalities and tender norms. But when this core condition itself is diluted to accommodate the economic welfare of the people, the Govt must see to it that the works are fairly distributed among the public cutting across the party line without comprising with the quality of works.  SPA fund amounting to 2.5 crore for the year 2010-11 under Water Resources department was literally  misused using forged names of the illiterate villagers.

Whatever happened had happened. Now Chief Minister must make a timely intervention to prevent further misuse of funds. It is a matter of serious concern that the monitoring teams arriving from Delhi and Mumbai would visit only the nearest sites without possessing the DPRs of the schemes. In many places overlapping of schemes has been detected.   I request all bureaucrats and technocrats  serving in Panging Boleng Assembly constituency  not to be party to any activities, official or non-official, which is detrimental to public interest.

Govt has done something good

Dear Editor,

The passage of University Bill in the recently concluded Assembly session delighted us. The CM and other legislators did a good job indeed.  For the first time Arunachal Govt has decided to do something good in the education sector. As we know that education is the foundation of a person's life. So, the very first step to ensure a developed Arunachal Pradesh should be to impart good education to the younger generation. Also, the reservation proposal is very commendable. Hope, this system will be followed in NIT and NERIST also.

I would like to request our leaders that instead of naming these institutions again after Gandhi family, they should be named after any of the great men of our state. For example, the name of proposed Indira Gandhi Technological and Medical Science University  may be renamed after any of our local heroes or should be given a local name.

While these Bills are really appreciable, still this year also all the students including me will be sufferer, as there hasn’t been any discussions about the present stipend/scholarship rate of our state.  We are not receiving the  assured and enhanced stipend till date.  Also, the stipend is given at the end of the session. If the amount  was given in the beginning of academic session, at least we  could buy some books or stationeries.  So, I do request our student bodies to pay heed to the matter and help our students.

Right step

Dear Editor,

The passage of a University Bill in recent Assembly session for establishment of State University at the campus of J N College, Pasighat is a remarkable development in the education sector. I am very much pleased with the Govt decision to establish such an institute of higher learning at Pasighat which  will  accommodate large number of students  who are unable  not continue their study due to non-availability of seat in  the existing university.

Indeed, J C College, which produced many intellectuals and high level officers, is blessed with the proposed university.

Need to revamp education strategies

The Internet today provides access to a wealth of resources, yet most centres of education – especially in Africa – still suffer from acute bandwidth constraints, and teaching staff struggle to identify resources that are both relevant and available.

Likewise, devices of one kind or another have been heralded as step changes in the way students learn, yet the right combination of functionality and affordability has so far been elusive – until now.

In October 2011, the Indian government launched a seven-inch tablet computer called the Aakash at a price of US$35, or $65 before subsidy. By all accounts, the device was not perfect, but it went a long way in satisfying the functionality and affordability requirements.

As a result, the vision of “one student, one computer” is likely to be realised in the shorter term, and developing country governments will be able to place e-learning at the heart of their education strategies.

The reality is that old habits die hard, and the spread of high-speed Internet is uneven, especially in countries with low per-capita income. Moreover, affordable access to eBooks, and the availability of relevant, high-quality, open education resources continues to be a constraint – although this, too, is changing as the publishing industry adjusts to new technologies and universities encourage the development of OERs.
